MEPs are set to vote into law a rigorous new framework for the supervision of financial markets in the EU, after achieving an agreement with Member States (debate and votes Wednesday).

“Plummet” and “plunge” generally mean the same thing. They both generally refer to something (in this case, the market) taking a sharp nosedive.
“Rose” (“Rise”) generally means to increase.
“Soar” means to increase greatly and (for the most part) stay there.
“Rally” generally refers to a market increase that takes place on the news or the forecast of something good happening or something beneficial to investors.
“Surge” just refers to a sudden, sharp increase, like an electrical surge.
